The Westborough Master Plan consists of four separate chapters: Inventory and Analysis, Planning Framework, Westborough's Plan for the Future, and Implementation.  In addition, maps are included to illustrate the plan.  Read the Executive Summary for a concise summary of the Plan, or click on the links below to download sections of the full report. 

Chapter 1: Inventory and Analysis (released Fall 2002; revised May 2003)

This chapter presents existing conditions, issues and opportunities in Westborough related to the following topics:

Chapter 4: Implementation (released February 2003; revised May 2003)

The Implementation chapter lays out an action plan for translating the Master Plan into specific town policies over the next several years. An Evaluation Program for reviewing the future effect of the Master Plan recommendations is also included.
